I've got a question about Icey Veins. I have 3 points in frostbite which gives me a 15% chance to frezze the target. Is the the Icey Veins 10% chance going to stack with that to give me 25% chance to frezze the target

That is exactly what it does. Well done , have a cookie.
I'm not sure if it is an additional 10% (as of 25%) or 10% of your current chance to do so, which would only be what, 1.5%? I would assume it would stack, but sometimes there are some crazy equations going on.
It says "Increases", not "Gives" or "Adds that that" so its additive to frostbite :), im also possitive it won't add any 10% to freeze if your spell cant freeze to start with (ie frostbite).
(i checked Wiki, says "Increases")
(i really do not think blizard would bother for 1.5% but you never know...)

ahh okay, good to know, I haven't had a chance to go on the PTR yet to try it out.
