It clearly says it's for your party, not just you. As for wether it works on instant casts, the xomments left under the enchant seem to say it does.

short answer, yes, it does. pretty much anything that costs mana does it, and i think even mana-free stuff from OoC can proc it too.

Spellsurge is the most godly of raid healer enchants, IMO. But not because it's good by itself. It gets better and better the more healers in a raid group have it. 4 healers with it in a group with a shadow priest will likely mean that group will be the last one to go OOM.

Meh, I dont like it because the "ghost" CD was to long for me. 100 mana out 8000 in the 30 second ghost CD(I think) is so not enough for me even if I'm healing or DPS in arena. In raiding its good if everyone in your group has it, but I still would not take it unless my guild forced me to.
