Ok, so I'm 69 about to turn 70, and I've been looking at the things I'm going to need for kara. But the thing is, I don't really understand hit raiting. How much hit raiting do you need to hit the cap at 70? Should I gem for hit raiting? I don't even really understand the whole mechanics of hit raiting.
And before you go, "oMg n00bz0rz lewk @ teh st1ckieZ11!11!!1seventy-two!11!!!!1@23432`@!!1", I've checked the stickies, and couldn't find anything about hit raiting. But then again, I might just be retarded.

I am sure the hit rating requirement was 363-ish or close after the last patch.

9% hit is never miss a special on a boss. 363 is never miss anything. This does nothing for Dodges and Parries, for that you need expertise.
As for a figure, shoot for 200+. I'm at 242 buffed right now, which is pretty low for my gear level. I do have 1857 AP, ~29% crit and 5% expertise to make up for it, though.

So for Kara I should make sure ot have the 9% including Precision then work on AP and crit?

Hit is hit, doesn't matter what you're doing. If you don't at least have enough hit to not miss specials, you fail. Shoot for 200+, then work on other stats.
Thats much later like while your doing kara and beyond.

but ya you'll need to get more beyond that. Dont focus ALL your attention on hit, keep an eye on your other stats.
