I am about 2 evenings short of dinging 70 and have some questions. I usually play in the evenings for an hour or 2. Where should I start for better eq? Should I spend the time in BG or try to get into pug's for some of the higher tier epic items in instances? My fear is i wont have enough time in the evening for the instances.

Well, what type of gear are you looking for? PvP gear? Raiding Gear? Just plain old Farming Gear? What spec are you? Certain specs need a lot of +crit to work well, others don't.

I use Wow-loot.com to find good gear, the class gear planner is nice, though sometimes when you change stuff around, the stats don't subtract from the gear you took off, so be careful looking at it.

MOST Outland's Instances I have done only take 1-2 hours, if you have a good group. So I wouldn't worry too much about not having enough time for them.

My spec: http://www.worldofwarcraft.com/info/classes/warlock/talents.html?2502222512231105512012150300103200000000000000000000000000000000

I am wanting to do both pvp and raids ultimatly if I can do both with the same gear or with very few changes
If not i will probably lean more towards pvp / arena if i find someone to partner with.
