Staves tend to be the better choice for PvP, IMO.

For arena weapons, dagger+offhand gives more stamina, resilience, and +dmg, at the cost of more points. I'd grab the offhand right away, pair it with the s1 dagger or something, and then save up for the dagger. Only thing you really lose not taking the staff is crit... but who cares about that? :P

I would go with the staff, crit is important. Trying to stack too much stam/resil/spell dmg just makes you geared like an affliction lock, and mages don't have the mana to go the distance. Sure you can sacrifice crit for resil and damage, go full vind. dreadweave and grab the 1h+OH but I'm definately going the crit route on my mage.

Staff
62 stam
46 int
28 spell hit
46 spell crit (+2.08% @ 70)
29 resil
247 spell damage

MH + OH
61 stam
42 int
17 spell hit
0 spell crit
44 resil
282 spell damage

I wouldn't trade that 2% spell crit for 35 more damage and 17 resilience.
