My guild is planning our first heroic run and I'm wonder if you could comment on our tank's gear (well except for his shield, it looks like he was grinding when he last logged). Any tips/tweaks?

First, talk to him about his spec. 61 points in prot is definitely not the best way to go. Tell him to at least put 5 points in Deflection (Arms), 3 points in Improved Thunder Clap (Arms) and 5 points in Cruelty (Fury).
Next, on to gear. 10K HP, 8800 armor, and 430 defense rating won't even begin to cut it.
Felsteel Leggings are nice, but wtf are those gems? Looking at his rep tab, he is around 2500 rep from Revered with Keepers of Time. Do a couple quick Black Morass runs to get him up to Revered so he can get the Timewarden's Leggings and have him socket with blue quality gems for +stam and +hit rating if he needs the hit.
Gloves have got to go, immediately. Have him get Felsteel Gloves.
Belt and boots better be from his dps set. Those aren't for tanking. Good quest rewards / dungeon drops should be obtained first.
1 dps and 1 pvp ring. Not good, those should be replaced. Same with trinkets.
Bracers should be resocketed. Early 60s druid tanking cloak should be replaced. Have him get the Devilshark cape from Steamvaults or the cape from Black Morass.
Felsteel Helm is nice, but is in dire need of resocketing.
Shoulders and chest piece are dps. I still tank in my dps shoulders as tanking shoulders are hard to find, but if he can get Shoulderguards of the Bold from Shadow Labs, that would be a definite upgrade for tanking. For chest piece, have him get Jade-Skull Breastplate from Nethermancer Serpethea in The Mechanar.
In summation, he needs a lot of upgrades from 70 instances and reputation factions before attempting heroics. Run Shadow Labs, The Mechanar, Black Morass, and Steam Vaults especially. Also, teach him how to socket gear. If you are tanking heroics where a bad run can have a 30 gold repair bill, it doesn't make sense to skip out on gems that can really help out, even if they are 50 - 75 gold a piece. Also, leg armor patches are pretty awesome and should become a priority. And get some enchantments.

Mech... Stamina throwing weapon I seen 100 times... Chest off 2nd bos.... 1/14 on it (positive note, got exaulted with Sha'tar and am a proud owner of a Epic shield, so getting those reps up high is nice)

Yeah, 20+ runs of Shadow Labyrinth and I just gave up on the Shoulderguards of the Bold. Now I'm gonna try and shoot for the Spaulders of Dementia from Heroic Sethekk, if I can find a group that will take me. Fanblade Pauldrons from Heroic Auchenia Crypts wouldn't be bad, but I hate that place with every fiber of my being and I can't get anyone to go for badges as you only get 2.
But the shoulder from heroic crypts is much better then the epic dementia one.
Atm im saving for the area set 2 shoulder item. Just pop in a 12 def rating and 18 stam and im done (im jc ftw) :).
Huuuge stam boost. (56 base stam is i recall correctly).
Anyway, @ op. He's definately not ready for heroics. Not only does he need more stam he also needs a lot more def rating.
Some other advices i can give him
- if he's aldor get the revered aldor chest and put 150 stam on it
- Otherwise farm for the normal mech chest item.
- Do the quest in smv for grom'tor's charge To have a nice tanking weapon.
- Do the quest to get the key to arcatraz so u get a nice tanking belt. http://www.wowhead.com/?quest=10704
- also go to arc for a nice tanking ring (can't find it atm)
- Get aldor enchant for shoulder, KoT enchant for head. Stamina enchants for chest (when he has upgraded his current one) and shield.
Then he'll go along fine (but as lorimath said), he definately has to got pay more attention to the gems he uses.

I gave up on shoulder drops too. Finally went with the PvP shoulders for 11250 honor and 20 tokens. Twice the armor and stats with crit buff. I then spent my scryer tokens and put the def buff on them ....same def rating as before but improvment everywhere else. Boots well lets just say im still working on that. He will NEED every gear upgrade he can get. I had half of the items on the "Kara check list" and was still in bad shape for the Level 70 heroics. Them monsters hit hard lol
