Currently my rogue is 43 (link to armory profile in sig) and my order of attack against both mobs and other players is pretty straight forward:
Cheap Shot -> Hemo -> Kidney Shot -> Hemo -> Hemo -> Slice and Dice -> Hemo to death
It seems to work in most every situation, but I was reading over Shadowstep today and was wondering: When I get lolstep here in a few levels should I not open with Cheap Shot and switch to another opener? Preferably one I can use swords with to keep the higher DPS, but - maybe switch out CS to something that gets the damage bonus from ShS? Or is that bonus not worth the loss in stun duration?

Cheapshot will almost always be the best opener when soloing.
Use garrote to open when instancing (or anytime you have a "tank" with you).
Use cheapshot in PVP against most classes. You can Premed>>>Garrote>>>Rupture>>>Vanish on high armored opponents, but it's really situational. I sometimes open with Garrote on casters, but at your level you don't get the 2 sec silence from Garote, so it's probably not worth it.
