27/34/0 or 21/40/0 ???Follow

Hello
I'm doing PvP very rarely on my mage, mostly raiding. And lately i have understood that something is not right with my spec. I am specced 27/34/0 atm. But, i have Impact, instead of Imp.Fireball. And 1/3 Imp.Fireblast. What i am doing is casting Scorch all the time, and Fireblast each time cd is up. Plus, instant Pyro when its ready. But i believe i am missing something, and should cast Scorches only to apply Fire Vulnerability and then spam Fireballs , until i need to refresh it.
Now i am thinking to respec and have some problems.

I would really love to keep my PoM, and i love the idea that i can get 2/3 Arcane instability and being able to take Combustion as well.
Is it ok to spam Fireballs while only having Imp.Fireball talent, but not Empovered Fireball???
In PvE situations, if i'll be casting Fireballs and refreshing vulnerability, should i cast Fireblast anyway when cd is up? Or it is considered too mana heavy and i should avoid using it in raid at all?
I love my Blast Wave very much, tho i understand that it has not much utility in PvE,and i should better put this talent point into Master of Elements. Will it be a big mistake if i keep it just for fun?
I will have only 1/3 in Master of elements if i stick with that build, is it a waste, or even 10% mana refund is better than nothing? Having 4/5 Arc.Mind i should have rather big mana pool.

Or i can take points out of Arc.Instability(*snif)and Arc.Mind :( and put them into Molten Fury and 4/5Empovered Fireball...will it be reasonable?

Please help me to decide =)

First of all, if you're going to drop all the way down to 21/40/0, then PoM isn't worth keeping all those points locked up for. Optimally you'd go for a cookie-cutter 10/48/3 for maximum damage.

Second, combustion is awesome, don't get me wrong, but I think for your 27/34/0, you'd actually benefit a bit more by going for a 34/27/0. The extra crit damage from Spell Power is not to be underestimated(and it keeps the mana efficiency talents of arcane going, if that's what you wanted). And it keeps PoM.

Now, the problem with not having Empowered Fireball is one of scaling. As a fire mage, without Empowered Fireball, your damage doesn't scale too awfully well with spell damage. However, with the 34/27/0 I suggested, it will scale very well with crit. Unfortunately, crit is one of the more poorly itemized stats, and you'll find yourself not scaling as well eventually.
