I came up with this elementalist build - http://www.wowhead.com/?talent=oZVxGzf0cRZVAG0ofxo0s

I see it giving me utility and protection of the Ice tree (Icy veins, Ice Barrier, Shatter combos, cold snap) with damage potential of fire (opener pyro, faster fire blasts, blast wave, higher crit rating).
I came up with this build for world PvP and BGs (my wife and I are going thru with BGs first untill we can get our hands on full S1 set =)) so it is not my planned arena build.
I know couple things could be different but that is exactly why I am here. I would like to discuss potential effectiveness of this build, possible rotations and improvements that can be made.

Elemental builds are nice for one on one, but drain mana like crazy. In BGs and world pvp you usually won't be fighting people one by one, and you'll need a lot of mana to keep up.

As for the build itself though, just ditch elemental precision and get either permafrost or piercing ice, both are basically filler, but elemental precision isn't really a pvp talent in my opinion, at least not at 70.

I'd also prefer putting the last 3 points you have in arctic winds into fire power. Most of your damage will be coming from fire spells (scorch, fireblast), so you shouldn't say no to another 6%, it's more then you think.
And get flame throwing, range is essential.

I suggest a build more along the lines of this one:

Then again, get 70 and find out what works for you, don't be afraid to respec, daily quests get you about 60g in half an hour a day at 70.

While I will keep playing around with the build I would like to ask about PvP spell rotation for elementalist.

So far I have been Frost spec so I was not using fire spells alot (just fire blast), so I have very little idea on what fire spell casting sequences look like. More than that - how to incorporate fire and frost spells together.

The whole build seems very solid to me, it will be giving mana issues but I do not expect to stay alive for THAT long anyways.

So in the end I desided to take out his build: http://www.wowhead.com/?talent=oZVgGzbzcRZVqG0ofxsbo

Regarding the casting sequence - opening with sheep/pyro seems like a good idea to me, after that keep pressure with frost in order to freeze and land shatter combos. Use fire blast when it is up. With new Ice Veins talent I will be trying to land Pyro/lance or Pyro/FB on frozen target (i will have to test this one out =). Sounds right? Overall my main school will be frost and fire will be my booster-pack.
