Just saw a blue post stating:

Frostbite is currently bugged and won't proc from frostbolts. The bug has been identified and will be fixed in the next patch.
While I am still fire, I know there are a lot of frost mages here, this should help you out and make sure you know you just weren't being really unlucky.

Wow, that's one hell of a bug.
ive read it too, but are you sure its bugged? my frostbolts still procs frostbite.. it might be one of the frostbolt ranks thats bugged, I dunno, im only lvl 23, but as I said, my FB´s still proc frostbite, ive tested it.

I don't know for sure, I'm no longer a frost mage, I just know what blizzard tells me :D

btw, just want to add soething: Sometimes my frostbolts says that frostbite-proc-sound, and the target stands still for around ½ sec, or less, and then they just continue with what their were doing.. cant see the frostbite debuff on them though.

Same with me - Frostbite's been proc'ing for me all day like it should, but I'm also experiencing what NecareXX is: the mob will stop for a second and the sound plays.
Odd.
ahh - that explains my bad luck - did some kiting and I swear it didn't procc :(

Very odd, but I think that is what they mean about it being bugged, that the times where it plays the sound and they stop for a split second (yes, they do) the 5 second frostbite should have proc´d

I heard about that on the EJ forums a few days ago as well. I'm not sure if it is all frost spells or just frostbolt

I believe its only on FBolt, my Ice armor has been proccing FrostBite more than my FB =(.
And it does the exact same thing to me with the 1.5 sec pause then coming at me.

Ok so thats was an estimate, it seems like an eternity. Plus I miss my shatter crits. Although last night I procced It off FB, but it still bugs sometimes.
Have they said when the next patch will drop?

Yeah it proc's off of Frost Bolt, but whats worse is that sometimes when I use Frost Nova in melee range (or atleast IN range)it doesnt freeze them, it doesnt it damage them, IT DOESNT EVEN SHOW UP IN THE COMBAT LOG! THAT sucks! :(

Man, if that's the case then I'm missing a LOT of Frostbite procs. I get that "pause" error that you guys are describing quite frequently. Though my Frostbolts are definitely proc'ing Frostbite occasionally, no way is it 15% of the time.
What a time to respec Frost! Add to that the fact that Iceblock will be trainable soon...gah!
