Is this even a viable option as far as doing enough damage and not having a ton of down time? I read the bit about the destro build in the sticky but there wasn't much info there about how well it would work.

it´s a *****, you have tons of downtime and little surviveability. I´d recommend you to to deep affli, or demo.
Try an experiment. Level a mage. Then imagine leveling a mage without Frost Nova, Polymorph, Frost Bolt, Arcane Explosion, Cone of Cold, or anything resembling crowd control or good AoE. That's what leveling Destro is like.
I should be fair, warlocks have decent CC in Fear (and later Howl of Terror), it's just nowhere as safe as other classes CC. But we have nothing like the control capabilities of a mage's sheep and frost spells. Destruction plays much like a mage, but with none of the "Oh, cr*p!" abilities.
All that said, try destro out for yourself. I know of a guildie who leveled a deep destro build, and he loved it. "One man's trash is another man's treasure," don'tcha know...

I leveled as destro from about 20, when I figured out how to spec and not have a few points in all trees.
If that guy wasn't my first character, ever.. I would have hated it immensely. Constant downtime; near-certain death from pulling a *second* mob, even worse a third; and even now that I'm 70 and top DPS of most groups, I get people yelling at me "MORE DOTS!"
Always more DoTs.. "I'm already 50+% of the damage of this group, using CotE for the fire mage, I got my succubus dying on every other pull, and you want me to go faster?"
3 pulls later, "MORE DOTS!"
