I recently got the new heroic badge cloak and was wondering if anybody has crunched the numbers to see which cloak enchant is more mitigation for a prot warrior.
Dodge.
30 AGI = 1% dodge, assuming BoKings it's 13 AGI or .43% Dodge, 12 Dodge Rating = .63% Dodge. The difference is that the AGI also provides a bit of Crit (.4% with BoKings) and a tiny bit of Armor.
AGI is better if you want avoidance and a bit of threat, Dodge is better for pure avoidance.

...and since we're on the subject, is there a point at which Dodge is considered to be too high? Meaning, seriously impeding rage generation by Dodging hits? Or does it never get to that point?

It all depends what do you want to tank.
If you go with epic lvl 70 gear to UBRS you will certeinly be rage starved while being one shooted in some top end instance.
The better tanking gear you use the less instances you can tank using it - starnge isn't it? But it is truth.... Of course you can alweys mix DPS and tanking gear or simply DPS tank less demandng instances.
Yeah, I usually put on dps gear and tank dual wielding for normal instances these days.
