I started a Rogue on my server last night, and I had 10.00% crit at Lv.5, then I ding'd 6 and went down to 9.80%, no gear change. Why?

Finally a question i can answer and know im right. As your character levels it takes more and more crit rating (which is used at higher levels) and Agility to make 1% crit. So you leveled and kept relatively the same agility, so your crit rating went down slightly.

wow, that makes total sense.
it looks like I lost 0.2% crit from Lv.5 to 6, so someone can probably come up with a chart, I'm too lazy ><
is crit% affected by weapon skill?

Bliizard calculates your crit chance based on your level, and an equal level mob. At level 5 you had a 10% chance to crit a level 5 mob, but when you dinged level 6 the game now assumes your crit chance based on a level 6 mob. With no changes to your gear, your crit chance went down because the new level 6 mobs have a higher defense rating whilst your attack rating remained the same.

That's probably not entirely right, but it's something like that. Somebody will school me shortly.

EDIT: Wow, two responses while I was still typing. As for your second question, check WoWWiki @ http://www.wowwiki.com

I think it used to be 0.04% crit per weapon skill pre-BC, I may be wrong.

True pre 2.3....I don't think anything has changed since then.

The higher you level, you more crit rating you need to crit stuff equal to your level.

Otherwise you can just imagine with the amount of crit a 70 would have, everyone would be critting for 2k% with every power.
