Yeah, and how often to Paladins actually get the jump on people? Let's face it, a Paladin ganking someone usually plays out like that scene from Austin Powers where he runs over the henchman with the steamroller. You'll go hoarse from shouting, "Noooooooooooooooooo!" long before he actually reaches you and starts the fight.
World PvP: ganked or not, the Paladin
should win this one unless the Rogue is AR/Prep with all his cooldowns up or very skilled.

BG and Arena: if the OP is only concerned with offensive PvP (I.E. killing things) then the Rogue is superior in every way. If the Pally is Holy and supporting his team then they're both excellent for PvP in their own right.
Really, comparing a Pally and Rogue is like comparing apples and oranges. The apple has very little control and is defensive in nature, while the orange is offensive with a lot of control and will blind you by squirting juice in your eye.
