I've been reading some guides and most say to use sword/sword. Well I was wondering when it meant to start using swords. When I get dual wield? When I get Garrote? When I get cheap shot? When I get sword spec?
I was just confused by that.

You should use a slow, hard hitting MH sword and base your combat around SS for building combo points... no matter what level.
