The +12 damage gems that are honor purchases show as Unique. Anyone have a clue if these are unique to a piece of equipment or simply one per character?

I thought they were unique-equipped. I have a frost set and a fire/arcane set. I put one of the +12 damage gems in each set. You cannot have more than 1 +12 damage gem in any of your equipped gear, but you can own more than one.
