I personally hate to see someone go that deep into fury, and not get 5/5 flurry.

It is such a huge impact on damage output. 25% haste = 25% more damage = 25% more rage gain. Yes you have to be next to your constantly moving opponent. But this means you might get that extra swing in, in between them kiting or stunning you.

I also hate to see a pvp build without 5/5 iron will. Sure you get more rage from charge, but you only really get to use it once per fight, maybe twice. And imp thunderclap is a PvE talent for the most part (And should be moved to prot spec, imo, and they should provide a decent tier 2 talent for arms AND fury), with limited uses in pvp. Tclap works against; rouges, feral droods, pve shamans, pets and other warriors (warriors = priest pets).

Execute in pvp is probably as effective as using MS. Sure it does tons of damage, but it's almost always either overkill and provides 0 rage left over, or they have a sliver of HP left, and then get a heal (which the MS debuff would have helped to prevent half of that heal), but you have 0 rage to hit them again with.

But, if you insist on keeping imp cleave (it's moderately good, I think it should go to the 2nd tier of fury, then it would be awsome.) I suggest 31/30.
