I have now managed to get to 194 +hit, and I can get 202 easily by changing 2 gems. Would it make sense to work on getting 32 penetration to get max penetration when CoS is up? I'm think of purely PvE/raids.
Not even sure it's possible to maintain the 202 hit AND get some penetration...

this is plain wrong written on wowwiki, try a raidboss with CoS and whithout. had the damn lurker resist me 6000dmg from a 9k Curse of Doom. Almost every (every?) raidboss has resistance which can be partly overcome by CoS/CoE.
Some of them are Tidewalker, Lurker, Hydross, Magteridon, Voidreaver...

some bosses do have slightly higher resistances, but there is 100% for certain a minimum resist rate for bosses which can't be overcome. CoS/CoE is more than enough for the vast majority of bosses. you'd be better off getting 2% threat reduction on cape and not bothering with pentration otherwise. it is primarily a pvp stat.
back at 60 it was needed, but since then blizzard hasn't really bothered including bosses which require certain gear for all classes. generally just tanks (resistance gear) i can only think of 1 boss in hyal/bt that requires raid wide resitance gear currently.
