I have decided to go to a Priest, I want to be on the Alliance side. I am leaning towards Dwarves, but I want to PvE most of the time and PvP some later on. Which race's (Alliance) racials are best for PvE and some PvP? What are good builds for that also?

I believe in the priest FAQ, this is covered. Racials don't really matter all that much. I have a human Spriest and a Draeni Spriest. As for builds, depends on what you want to do, burn faces or primary heal.
If you solo quest a lot, some people will tell you to level shadow, then switch end game.
If you want to just run instances and not solo quest to much, try holy/disc.
I like shadow, because I can solo play with very little trouble, plus I can heal as well. If you choose to go shadow, carry a healing set as well as your normal set of gear.
