The big thing for this patch is the whole DW/SS switch but after looking at new BoJ items and the addition for Expertise leaves me in limbo. Expertise should and will lead to a huge boost in TPS along with the new easier-than-before button imo with the new devestate.
Off topic, I hear these rumors of GCD changes. If anyone could spread some light on that topic I'd be a happy man.

Not only TPS, but DPS.
That 5.6% dodge from bosses is the only thing DPS warriors have not been able to reduce. Now we can never miss... heh.
GCD fixes? I think that was bliz saying "working as intended".
Big hubris over on the Oforums about server lag contributing to cooldowns pre-maturely triggering, thus making overpower and other abilities that are 'spammed' semi-trigger client side, start the GCD and then refresh, but by doing so, hold off that ability by the server lag. kinda like how all the oceanic players play already.

Expertise is basically Hit Rating but so much more so, since it effects _all_ attacks. For DPS Warriors (who, ideally, don't have to worry about Parry) once you're hitcapped on specials Expertise becomes leaps and bounds better, as it effects _all_ attacks rather than just white attacks. Even if you're not hitcapped, it takes ~= the same amount of Expertise to get -1% Dodge as it does to get -1% Miss.
For tanks, of course, it's twice as good... as you're reducing both Parry and Dodge. It's a huge TPS boost for tanks.

1. Lets say you are a level 70 tank and you are fighting a regular level 70 trash mob. What is the normal ratio for the mob to Dodge, Parry, block, Miss ? (assuming your expertise = 0)
2. My understanding is that expertise skill = (expertise rating)/4. So if u have 28 in expertise rating you will hit 7% more. Correct?
3. Does expertise also affect Miss and Block? (or only dodge/parry) If yes, how much?
