I have been doing some research on spell haste for the last couple of hours since a lot of items in the patch have it tagged all over it.
Here is a link to many of the gear we can look forward too:

Now based on what I have learned Spell haste increases casting by 1% for every 15.7 spell haste rating.
After looking over the gear I have determined from Zulamon and the new Heroic Badge rewards you can eventually obtain 256 haste rating (using mail cloth and leather) of course this would take some time. 256 haste rating equals about 16%.
What all this means is we could technically make the casting time for our Lightning Bolt cast time take only 1.68 seconds to fire off each bolt. this itself is a increase of about 16% damage, but factoring in lag and possible loss of crit, this may only be a 10% increase in damage, which is still huge.
What got me wandering about all this was I noticed the Skycall Totem relic item for 20 Heroic Badges, its proc increases spell haste rating by 100, or about 6%. This got me wandering if it was worth stacking spell haste rating on an Elemental shaman, with the haste rating I mentioned while this proc is up your LB casting time is 1.56, thats actually a nice number you have not yet hit the Global Cooldown. This totem has a 15% proc rate and lasts 10 seconds or 6 casts and has no cooldown (yes this would be almost constantly up).
All this stuff sounds great to me although saddly wont work well with abilities like Blood Lust (although you can make a macro to change your weapon offhand and totem to help fix the problem and lose about 140 haste mid combat and regain back some crit and spell damage).
Any other opinions on this? It sounds like a solid plan but odds are I would sack a lot of spell crit (I love my crit) and would wear some crappy leather and cloth and offhand (I like my mail and shield) and as mentioned wont work well with BL.
To be honest this is more of a rant lol, but maybe someone could share some info or opinions on this?
Thanks and have fun with the new changes (hopefully none of these 2.3 changes suck)
