I haven't looked all that in depth on here but I don't recall seeing anything on resists. Back in FFXI there was a magic number for fire resist which would nullify nearly all damage that was fire based. Now I'm on here, and I'm curious as to whether there exists a number similar.

I just finished up ramparts, and the dragon boss there hits HARD, and its all fire damage. Thing is, I only have about 39 fire resist (limited gear) and can pop a trinket for 50 more. Is it worthwhile to develop a set specific to certain dungeons, knowing that some bosses use nearly all of one element?

not in the lower so to say levels. Once you hit 70 and are doing certain dungeons then yes (NR or FrR for SSC, SR and FR for BT/MH, etc.) mostly, don't really worry about it too much, it's nothing your healers shouldn't handle if you have a good health pool except on those specific resist required fights.
