I wont go into too much detail with equipment, as I am not an expert in that area. I do however have some comments. When looking for equipment go for str/stam/hit/crit or agi. There are two of your equipment that is really outdated and need to be replaced.
Your back and your legs.

After you replace those I would look into your weapons. I looked at your gear and I don't see a single gear with +hit on it. This is something you really want when you level dual wield. +hit is not as easy to get on gear as str or stam.

Judging by your level, you'll be able to get the Whirlwind Axe at 40 from a quest. This axe should last you for a good amount of levels to come. One problem with the Whirlwind Axe and you, is that the axe is a 2h and you're spec dual wield.

The next few levels will be a bit difficult if you don't upgrade your weapon. The quest for Whirlwind Axe wont be easy at 40, especially soloing it. If you cant get help then you'll have to push back getting the axe a bit longer.

Since you're getting closer and closer to the level where +hit equipment is becoming more common you might not want to respec to a 2h fury or arms build. Even though this is true, I would still recommend you to spec to a 2h fury or arms.

It seems you are having trouble with money and fury (especially dual wield) is more gear dependent that arms. Warrior is already dependent on gear, fury just bumps that dependency much further. This might make it a bit more difficult for you to obtain the gear needed to dual wield fury. Just something to think about.

For talents I would look at the faq. Since you're getting close to 40 where a leveling build from there on is pretty much similar to an end game build its ok to use one of those.

Now for the money issue. Picking up two gathering profession is the best way to make money. Which it seems you have followed. There is one problem though. You have chosen two gathering professions that require you to track things, but cannot be tracked at the same time. Thus I suggest you drop one of those professions and pick up skinning. This way you can track whatever profession you have and skin the things you kill. Sell those on the AH and you should be able to make money steadily.

I suggest you drop herb and stick with mining. This way you can make gear later on for yourself using the materials you gathered. Blacksmithing will help you keep up to date with gear.

gear: ditch your items with +spirit and see if you can find stuff with str/stam or at the very least str/agi or agi/stam. spirit does nothing for warriors, unless you're eating, and even then you would need an entire spirit set while eating for it to make a difference. i used to have a set that would give me 300 health/tick over my base gear but now that i don't have it, i really don't miss it. also, use a 2h since i bet the word "miss" is something you see a lot... +hit gear doesn't become abundant til your late 60's and 8.56% +hit isn't easily attainable (without excessive +hit gemming) til 70 gear.

spec: you can use level using 2h fury no problem, but you really, really need to take those 4 points out of imp dw and put them into 2/2 imp slam and 2/3 cleave to help you solo better. 2/2 imp slam will increase your personal dps a ton... white hit/slam ftw.
