essentially you just have to decide what it is that you want to do, because "best" can be defined as what you have most fun with.

Frost
In frost you'll find the ability to control whatever is attacking you, essentially with enough skill you'll be able to keep whatever your fighting where you want it to be, and chill it to the bone. Frost is a great spec if your looking for massive AoE potential.

Fire
Fire is the mages primary damage spec, and should be taken if you want to blast the ever lasting crap out of something, with the proper fire gear, you can eliminate pretty much anything really REALLY quickly

Arcane
Arcane functions primarily as a buffing tree, using the talents here to amplify the abilities of the other two talents, such as the ever popular instant empowered pyroblast for 8k crit damage ^_^

now, to find what would be best your going to have to decide what it is that you wanna do, if you want to see really really big numbers early, go fire and incinerate to your hearts content, if you want a little more survivability stick with frost and chuckle while things try to catch you. If you wanna be laughed at by all the other mages in the school yard, then go full arcane, the choice is really up to you :P ^_^

Yeah, it really depends on what you plan on doing with your maging career.

Frost- You can snare the hell outta people, you get a leet-sauce elemental, you get ice barrier, ice block, and you survive way longer than any mage should xD.
With all this things as a plus you also have several minus's you will never do as much straight up damage as a fire specced mage, but you will get close if you learn to play it right, and you will also usually need better gear than those fire or arc fire mages out there in order to get get completely lolpwnd by them.

Fire-you kick the **** outta most things that try and come up to you, you get 2 extra dazing attacks with blast wave and dragons breath, you need lotsa crits, and you kill **** FAAAAAST.
Only downside is, if you dont kill em fast, your dead, period.

Arcane-you will almost never, ever, EVER see a mage go full arcane, it really just aint too great, but arcane is an incredible buffing tree, so whether you chose fire or frost your really gonna go a little into arcane (possibly not) but this tree is really only for buffing, and if you do go 50+ into arcane, your gonna be going fire with it. Once you get that far into it your not gonna have too much use with ice.

I hope this helps with your query.

eh, theres been a lot of talk about deep arcane builds recently. I wouldn't cast too much of a shadow on hearing some solid builds becoming mainstream based off of huge arcane missile/arcane blast attacks. the numbers are out there, they just have to catch on.

First off, I'd say dabble in them all a bit. For the first 10 levels, you just get some new spells and such. Make sure you read the FAQ at the top of these forums, as it contains a lot of good advice about leveling a mage and such. Don't get too hung up on what spec to choose just yet. If you're more comfortable with less defense and more offense, go with a frost build from the start, otherwise start with some fire. No need to map out the exact spec you'll use at lvl 70 right now, just build as you go to get there. I leveled up as both fire and frost at different times. Respeccing is pretty easy, but can be a bit costly. It will help you play your mage better in the long run though, as you get experience with a multitude of builds.

First and foremost, READ THE FAQ. ;-) Good luck, and happy magery!
