So I have to ask. How many lvls should I go before heading over into Darkshore territoy from the NE homelands? Also where are some decent places to go and lvl up in the NE territories?

Teldrassil -> Darkshore -> Ashenvale should be your general guide if you're a nelf. I think I hit darkshore on my druid at around 12 or so stick to darkshore till you complete all the quests then Head over to ashenvale. Rinse and repeat :)
If you follow the quests they'll naturally lead you to the next zone as you progress.
