I'm lvl 17, went to farstrider retreat to talk to the ranger there. She had the exclamation, she gave me the taming quest. But when I accepted the quest, it said I didnt meet the requirements of the quest. The quest doesnt show up in my log, and now when I talk to her, She just says goodbye. The trainers at silvermoon say nothing as well.
Is there some other prerequisites to getting the quest? Or is it just a bug? And if its a bug, what can I do, is there something in my wow folder that can be deleted and I can re-try?

First off, why did you wait until level 17? You could have gotten it at level 10.
Now. The first thing you always do when you think something is bugged, is disable all of your add-ons and try it again. If it's still messed up with a vanilla game, back up your WTF folder in the game directory, and delete it. If that still doesn't work, contact a GM. Chances are, all the GM will say is turn off add ons, and delete your WTF folder, but if you've already done that, you might get lucky, and they'll elevate it to someone who can actually do something about it.
If that happens, you may just be better off sending all your money and non-soulbound items to a new toon and starting over. Reporting a bug is never a quick process.

Well, I didn't wait until lvl 17 intentionally. I usually like to play a game without walkthroughs, so it took me till lv 17 to find the ranger in silvermoon who told me where to go :P

I only remember the hunter taming quests from the old horde side (Orc/Troll) so not able to give you exact answers but there was a bit of a quest chain i seem to remember.. started with the one to tame the 3 types of pets and bring them each back to the trainer and then he sent me to orgrimmar to learn other pet skills..
I would check again & then again that the quest isn't hiding in your quest log (under hunter quests or something perhaps, rather than zone?) and you might do a search here under the quests->class->hunter pages to see what quests you do need to learn those essential pet care skills?

By any chance are you playing on a cracked server? Cause you know Blizz likes to ***** with you and put bugs in everything.
