Most of my gear is +str and +sta. I recently got both +14 str/sta and +13-14 str/agi helmets. I haven't played enough to notice a different in crits but did note the 1.x% increase in Crit Chance.

What balance should I be looking for in strength, stamina and agility per level?

I'm not exactly sure about this.. but since no one has responded yet, here goes a starter discussion post (prolly build from there).

Pre-Outland gear your main stats to get for tanking is Str/Stamina. Agi is always a bonus, but I'll take "...of the Bear" over "...of the tiger" anyday.

Agi, boost your armor a slight bit, improves your crit rating a slight bit, and increases your dodge rating a bit (per kara list sticky). Which is great if you can sacrifice one of the tanking stats (str/stam).

I'd suggest if you're DPS'ing and don't really need a whooping load of stamina or strength... and can even out the Str, Stam, Agi ratio, then go for it. There are items that will give you all 3 stats, those are great.

Post Outland, you really seperate your two sets (dps & tanking), until then go with w/e you can get a hold of that does not set you back too far time wise.

I have a few items that have bonuses to all 3. Note, with the Truesilver Gauntlets that I wonder if I should have gotten the Fist of Hakoo instead (+10 str/sta/agi instead of the TG which are +16 str/+7 sta) and again put the +15 str enchant on them.

I much prefer to be DPS for leveling, as this site has really helped me powerlevel AND make money in the little amount of time I have to play. I think I'll keep my two helmets and experiment with the differences in combat.

Agi is nice for leveling, since it gives you crit and dodge (and a minuscule amount of armor). In all honesty though, at your level, as long as you're gearing for some combination of str, sta, and agi (and later, attack power, hit rating, and crit rating), you won't *really* notice any difference. I'd be really surprised if min/maxing your stats netted you any more than a minute or two off each level. You'll see a big jump when you get a new weapon (the one thing wars absolutely have to keep up-to-date), but you could probably swing 20 points either way in any given stat without being able to see markedly higher DPS.
