OK a little background... I'm a paladin... I haven't played priest in forever. So when a guy asked me to review his gear for suggestions of what he could upgrade in instance/rep/crafted stuff I didn't have an answer... However, I knew that there would be people in this forum much more informed on priest gear than I am. Anyway, here is his profile:

I dont really get that question.
As far as i looked the character up he is a raiding holy priest. From the raid progression he seems to be quite finished with Kara.
So for the improvement part its pretty easy: Hit the next raid step (Gruul, SSC) with your guild and you find the next improvment. Then the next and so on :)
The mooncloth set and WM set last till T5 anyway. The only thing is the blue neck piece wich could be replace with an epic, but its very awesome for a blue. So just stick with it for the first 25´s.

The armory has the "Find an Upgrade" option for each of the slots. He should use that to focus on what upgrades are available and from what source.

The neck off Nightbane (or in 2.3, off Gruul) is better. Prince cloak and prince mace, unless he's saving up for S2/S3 mace. The Boots of the Long Road - spend a few hundred gold off the AH, they're really good. Tier 4 gloves would be an improvement. My preference would be the Lower City trinket instead of the Shade one for the higher +heal, and likewise +healing over Spellsurge.
Otherwise looks good. I'd recommend saving up badges next patch for the new healing bracers, gloves, and the +dmg wand (which is actually one of the best healing wands gemmed right). And if he's having problems with the Prince cloak, there's an ever-so-slightly-inferior badges one.
