does hit rating matter for tanking?
To my understanding, it does. Moreso for druids and warriors since their threat is generated mainly from their attacks/specials hitting the mob.
For paladins, it's not as crucial because part of the threat generation is passive (i.e. generated when mobs hit the paladin), but it's still important for the paladin to hit with his/her weapon for seals and other abilities to proc.
I'm pretty new to tanking (just started looking into it for a paladin alt I'm leveling) but I think the above is correct.
Hopefully, some of the paladin veterans here can correct me if I'm wrong :)

i dont recall ever having any hit rating on any gear i have ever wore, and every team im in ends up with complements on my tanking.
so while i dont know for certain if it matters or not, i would say from my experience. No, hit rating matters little for a pally tank.

For warriors/druids it does, I don't think it matters for paladins, a majority of your threat comes from blocking
If you can get some Hit rating, might as well, but don't actively seek it out. The only Hit rating I ever had on my gear was when I picked up the King's Defender which I don't use anymore. As stated, Warriors and Druids need it cause their threat is based on their ability to hit the target, while a lot of ours comes from the target hitting us (Holy Shield, Ret Aura, BoSanctuary).
Hit Rating isn't that important for us.
Pre-2.3 Spell Hit has been important, however. This is because our taunt operates off of Spell Hit, as do spells such as Avenger's Shield.
2.3 will change that as Righteous Defense will no longer be effected by Spell Hit.
