He may be a good rogue, but he's still not going to outperform a good rogue in *good* gear, which means his character is worse than someone who has been 70 for a while. Again it doesn't mean he's a bad player, his character is just less abled until he has time to go get himself good equipment. Therefor, if we're talking about a profile being underperforming, bad equipment should definitely be in consideration since equipment is *extremely* important in WoW. A third time, it doesn't mean he's a lesser person or a bad player, he just has work to do. Heck, my hunter still has generally bad equips because I've gone back to play lower level characters, not feeling like doing the 70's stuff.
I'm not 'dumping' on people because their equipment is subpar, just stating an objective truth that it means they'll be underperforming compared to someone who has had the time to get themselves good equipment. Obviously there are other things to consider when talking about a bad character, such as unhelpful talents which indicates they may also not be skilled at playing the class, but I wouldn't leave equips out of the whole picture.
