I play a level 28 human Mage. What are the best places to quest in order to level quickly? I am mostly doing quests solo, and so I think I should wait a bit to hit the 30-50 zones... any thoughts?
What places have you quested in already?

You can start at the north part of STV. Have you done Duskwood and Wetlands?
Some of the easier Arathi quests, I think, are high 20s (though I could be wrong).

Don't forget Ashenvale and Stonetalon.
Go to the "Guides" section of Allakhazam, and scroll down to the last section. There are leveling guides from lvl 10-70.
They are great guides for maximizing leveling, and reducing down time. Almost everything is solo questing.

When I lvl I take my time and not try to rush it. And through this I found that Raptor Ridge in the wetlands was a great place to xp. Also being an Enchanter and Miner I made a decent amount of money up there, with the occasional silver and extremely rare gold. The raptors drop quite a few green items and there is a chest in there that usually spawned about every other circle I made.
Agree with Forgotton, that area of the wetlands goes a long ways from the raptor quests to the Dragonmaw orges, I lived there until 35 with several toons.
