Is it possible to have a single build of some type and set up having 2 sets of equipment, one for pve and another for pvp.

and from "possible" i mean will it be feasible and effective.

Not only possible, but more like a requirement to do well.

People usually don't use their Tier pieces unless they just don't have any arena gear to fill that slot. Arena/Veteran's gear(primarily) and/or anything with stam/resilience on it should be utilized.

See Mace spec.

To a lesser extent sword and muti spec.

how will a balanced spec [between pvp and pve; or one thats good for one; possible for the other] work with wearing pvp items for pvp and pve...well you know.

From what I've seen, the best 2 builds to use for PvE/PvP without having to respec every time you want to do arena, are combat swords(at least 17 in ***), or 41/20/0(which is what I am atm).
