Three reasons.
1. Sword spec. Faster offhand means more sword spec procs. The way it works is when your offhand procs, your mainhand swings, even if it isn't a sword. More offhand swings means more damage, so faster is better.
2. Poisons. More offhand swings means more damage through poisons.
3. Combat Potency. more offhand swings means more CP procs, more energy, and thus, more damage.

Mutilate isn't really viable until 55, when you can get Opportunity. I'd recommend branching out and trying new things, it's fun, and that's what this is all about, anyway. In the 60s, Mutilate can be very good for grinding, but Swords is still king (but not by nearly as much as it is before 60).

It has never been available at level 40. It didn't even exist until the 41 point talents, and has always held its place as the 41 point Assassination.

Whatever you enjoy most, really. The game isn't all about grinding, but that is a big part of what you do until 70. If it's boring you to tears and you're hating it, take a break and have some fun for a while. You can enjoy the game before 70 too.
