Help with Ret. build, and a questionFollow

So, this is my ret. build, or rather the build I plan to create for a Retadin post-2.3. I'm not sure if there's anything missing, so I'm here to ask for the guidance of veteran Retadins. Please, take a look and tell me what you think. Note that there is a single free talent point here; that point is for the upcoming altered Pursuit of Justice (it's going to require 3 points instead of 2).

As for my question: can mob attacks become critical?
