Lightning overload now will go off 4 times as much as before, with half damage, I cant do the numbers, but that is a buff, it it were only 10% with half damage it would be a balance there(in a perfect rolling dice of 1 out of 10 chance of course). I wonder if the 20% will be 20% to proc off itself? if then we are gonna see some spamming bolts flying across the sky, at no additional threat at that for pve woot!

I also wonder if the overloads keep the rules if they proc off themselves too, say for easy numbers you throw a 1000 lightning bolt, your overload should be 500, if it procs again will the next overload be another 500 or a 250?

Lightning Overload is indeed a buff, especially considering that it can proc off itself. Whether or not it was intended that way we shall see (see: windfury weapon), but it currently does on the PTR. I'm not 100% sure if the double-proc'd bolt is half damage, but I think it is--meaning 25% of the original bolt.

However, the LO buff is counter-balanced by the Lightning Bolt nerf; your +dmg coefficient will go down from 85.71% to 71.43% but retain the same talented cast time. Overall damage output is about the same from 2.2 to 2.3, and it might even go down depending on your gear. On the other hand, LB's lower mana cost and buffs to mana spring & water shield will help longevity a lot.

If I recall correctly, doesn't LO proc off of The Lightning Capacitor? And if so, would this not be a buff overall to people sporting that?

Apparently from what I've read / tested on the PTR, it's a big, big, unfortunate nerf.

#1 LO can no longer proc off itself - Saw this coming, not a huge deal but it does cut into DPS a bit, small but noticeable.

#2 LO is showing a 3 second cooldown similar to windfury, so when you spam LB like any normal, raiding or pvp shaman does you notice a very significant reduced proc rate of 13-14% NOT 20%

#3 We have to be 4/5 Glad PvP set to get pushback resistance.

Whatever Blizz, whatever.
