It's basically a way for the braindead to get a specific list of stuff to shop for. He looks over your armory and stats and will give you a rundown of specific upgrades that make you kara ready, at which point you can get phat lewts and zomg epixxxxx.

I came into this thread because when I read the title the first thing I thought of was the Shadowpanther guide, and I was hoping to refer the in need poster to it haha.
