For PvP forget dual wield, use a 2 hander for the burst, there is a thread on the 1st page of this forum (the top half of the page in fact) where I have already put up 2 very viable enhancement PvP builds, one enh/resto and one enh/elem.

ok this is it guys!! ULTIMATE! i have tested it and lemme tell you he is devastating!!! secret is he has full t5 ench.gear BUT all other stuff is elemental with +spell DMG!!!!! this is probbably biggest discovery in 07.... try it out...

his on private server i wont pay a dime to vampires of blizzard... elem.warding useless, i dont think so, its like 7% more Hp vs casters.. elem.devast useless, dude i have spell dmg gear + spell crit gear on so it triggers often, when it activates i have 30+% chance to crit! and btw. if you think elemental devas.is pointless then so is elemental focus and you use it in your builds.. both are must have! convection is not there since i have 10k mana and no need for 10% more. 5% more dmg from conccusion is better since i crit with spells all the time. call of flame if a must since 15% more dmg from fire totems means my enemies live shorter and seering totem or nova totem is always on ground. they crit all the time couze of +spell gear so it makes perfect sense. try it before you judge.

There is a guy like this in the warrior forums too. No wonder your builds suck, you never took the time to learn your class. Private Server=faster leveling. Maybe if you payed to play you wouldn't be so hard pressed to find a good build for your toon. You shouldn't post in forums for a game you don't pay to play like everyone else. quit being cheap! =)
