Would this build be any good for BG's or Arena?
Topped with some nice spell dmg gear this build might be ok..i guess

NS or ToW?
i would probably wanna go with ToW simply because the 3 critic strike applies for all your spells and all of those around u. which gives a much bigger bonus than an instant spell that you can use every 3 minutes. Your damage will be less but the overall damage of the group is higher assuming that you are in a BG and that at least 2 of your group mates are in the area of effect.
Also you missed out on some great talents like Light.Overload by investing in reverb and elemental shield. However, you took most of the good restro talents availble for u. My only comments is on tidal focus, i would have taken totemic instead, but that's just me.

You really want the protection against crits from elemental warding and eye of the storm or mana regen talents arent as good because if you get hit, you need to run and in pvp you die to fast to run out of mana anyway.
2/3 elemental precision = no more resists, and some more resto to increase the range on your totems and some resistance to silence and interrupt always help.
oh, and some extra rnge on your earthbind totem so you can kite people better/easier.
