Go to the main WoW website, and on the left there should be a tab that says "under development". Click the public test realm button to get to a page where you can download the client and copy a character. More detailed instructions are there too.
Copied Evielwine to both PvP/PvE server, but I'm sucks at PvP and most likely only be there when actual live server down. :P

we need to setup a definite date/time to get on there... oh is there anyway to get a custom UI on the test server?
