sorry for the noob questionFollow

i just started playing and im currently a level 11 undead rogue. everywhere i look in the instructions and on the forums it says that rogue are able to use swords but every time i try to equip one it says that i'm not proficient enough to use it. so is there a level i have to be or a quest i have to do before i can use them?
