I would guess it's very very useful in PvP.
I find it handy in PvE all the time.

Blazing Speed is very useful in PvP, but requires a heavy commitment to fire that will likely cause you to use Scorch as your main damage spell. As we well know, though, Scorch is quite powerful in PvP due to its low cast time, relatively high damage for time spent, and ability to cause impact to proc. I am currently using a 34/27 hybrid spec in which the last two points in fire go to Blazing Speed. I find that the ability is nearly useless in PvE, average in Arena, and amazing in Battlegrounds. It is only average in Arena because you will likely not see it proc in needed situations due to the lower number of opponents targeting you. In battlegrounds, however, it seems that players tend to target you in mass, which will cause it to proc nearly every time you are focused. If you respond quickly, you should be able to flee the battle in time to save yourself, though not as effectively as if you would use Ice Block. The advantage of fire imo, though, is that it is easier to top the damage and kill charts in bgs than with frost if you can survive. It's just that fire mages normally don't live long enough to notice the results.

This talent is insane in PvP you can run circles around enemies and blast them and they'll never touch you.

Also, why does everyone say fire mages doen't live long in PvP? I've PvPed at 39, 49, 59, 69 and 70 and I hardly die unless I'm hugely outgeared or outnumered, kill them faster than they kill you is the key. And don't stand still! In huge groups stand at the back and blast them, but up close just run around using AoE's just out of their reach.

Illusia pretty much nailed it. It is absolutely amazing in BG's with a fire/scorch spec to use with it. Arena, not so much.

I will have to disagree with the PvE thing. (Agree with PvP and Arena) This has got me out of many sticky spots. I have escaped quite a lot due to the fact this has proced, combined with chill, maybe a frost nova if avaliable. It's usefulness will also depend on your surroundings. If your in a tight spot, and the next three steps you take will cause you to find an add, this isn't very helpful. If you are in a large space with reasonable running space, kiting never hurts my health pools. Now, this is not saying I rely on this religiously, but it is a very handy trick.

Although, relying on it too much makes you stand there while being pummeled and wonder why it wont work. You just have to take it when it's there.
