One of my fellow rogues was a nice combat swords. Sure he seemed to invest a lot in stamina [in his sockets and equipment] but hey! to each their own right?

And no, it's not anywhere near close to viable for anything.
Major Flaws:
1.) No ruthlessness.
2.)Opportunity and Sword Spec are useless together.
3.) Lightning Reflexes should never be taken over improved SnD for any build.
4.) 1 point in MoD? Why??
5.) Dirty Tricks is useless for a combat build.
I'm just not even sure what your friend was going for. His build seems to have no central focus, almost like he put points into things with pretty pictures.

Simply put, no, not really.
AR is one of the best utilities a rogue can have. Blade twisting is relatively a controversial 2 points atm (crippling is supposed to be better). Riposte really depends on how your friend plays. Personally I loved it, but thats just me. Imp sprint is most likely a better choice than endurance IMO.
The sub talents look decent but opp is more for dagger rogues unless he uses garrote mainly.
As for the assassination tree, the 2 points in remorseless should be moved elsewhere such as murder or relentless. I would suggest a build If I knew what his goal was (pvp or pve).

After looking at that build I don't even know what to say. Where to begin, what to change... what is it? A good laugh to say the least. Point his **** to the stickies ASAP.

All I can say is wow.
He skipped 5 of the best talents in Combat, and picked up the two worst.
He skipped the low tier Subtlety talent that is actually useful, and took one that does nothing for swords.
He skipped Relentless Strikes, but managed to max out Lethality.
...wow.

Yeah, my first thoughts were:
1.) 39 points of the worst combat talents....only 39 points

1:he picked most the good ones... he just missed about.. 12..maybe 14 or 15 of the better ones
2: if you mean combat, your mistaken... if you meant sub (and i hope you do) he just picked the worser talents for his build, oppo is pretty nice fi your into backstab lol
3: murder is a good pvp talent, averaging only a smidge less dps then 3/3 imp ks.... so ya...
