I thought this was supposed to come out this patch, the weapon enchant to ignore the target's armor?

1.) It drops in Zul'Aman.
2.) Zul'Aman is in patch 2.3
Hypotheses: If 2 is true, and 1 is true, then the Thesis is supported.
Conclusion: Executioner comes with patch 2.3.

Are there any clues as to what the mats are?
Not until 2.3 goes onto the PTR.

Question for Untouchable: Why do you have that quote from Warchief Tyr in your sig? It's correct, btw.
Not sure if that would be better than mongoose for pvp. If it stacked with EA though... drool...
Eliminator, I have it because it kinda dulls the "swords are best" attitude I see everyehere. I dont hate swords, I just love daggers.

It will, since WSC stacks with EA.
EA is a debuff on your target, Executioner will give you a buff, like WSC does.
