How to gain loyalty and/or levels for a new pet really just depends on what you want to get out of it. If you are in a big hurry to level your pet then instances are a good way to go, assuming you have that option. Many people don’t. But I prefer to photograph two birds with one exposure, as it were. For my level 70 hunter leveling up a level 35 wolf I worked on maxing out all his melee skills. I’m currently leveling up a level 19 spider on a level 42 hunter. Splat is now level 35 and I’ve made a very nice stack of coins on the cloth and leather I’ve gathered during her leveling process.
The “secret†to soloing a low level pet to higher level is to find low level green mobs that are easy to pull, have a low chance of adds and are easy to kill. With Cowbane, my 42 bank alt that’s leveling up Splat, I tried several mob types and finally ended up in STV. The trolls near the hunter’s camp were not too bad. But the best mobs I found were the goblins in the mining camp along the river. As casters they stood back and cast instead of rushing up and forcing me to melee. And as casters they didn’t live long after I started filling them with arrows. And as I was several levels higher I often resisted their spells. I found I could kill very quickly there and Splat all but flew through her levels.
