I've noticed that (correct me if I'm wrong) the tooltip for frostbolt says it slows movement speed by 50%, BUT when I mouse over the debuff on the target, it says 'movement slowed by 40%' is this a bug? I can survive without an extra 10% speed reduction, but Y'know, it's always useful! Is this just a talent that I appearantly have but do not know?

Frostbolt is by default a 40% snare on the chill effect, but you have the talents, Permafrost, which bump it up to 50%. It still is doing 50%, but the text on that debuff reflect what it used to be. Similar places of incorrect tooltips are all over, including if you get Discipline Tree talents for priests about Improved Power Word: Fortitude, Improved Power Word: Shield, and Improved Divine Spirit.
talent bonusses are not shown in buff/debuff icons
example being improved blesing of might my got when he was lvl 10 and i noticed the thing, but when i checked my ap, it did add as much as the tool tip of the skill.
it's not a bug, tho could be changed for players convinience

maybe, but if you're spamming frostbolt or fireball or use dragon's breath or throw out the water elemental, i think hiding your talent build is kinda thrown out the window there.
