The emphasis here is dual wield power with improved damage through the improved 1 hand damage and the improved dual wield feats. The Tac. Mastery helps for switching stances to use Def. to defend yourself (and to hit a revenge in hopes for a stun) against an opponent.
And of course the Focused rage and imp. Execute for bigger and badder executes. Deathwish for all the fun it brings. Last Stand to last a little longer if you need just a little more time to fight, concussion blow for that quick need for a stun, enrage for some extra damage, and hell, some extra bits to help with the tanking department.
The build is far from perfect, but I want some thoughts on it. I might give it a go when I hit 70.

my friend used this build for a bit, you get much more dps from flurry though... also that build doesnt have any instant attack [except WW] which is a big loss... and unless all you're going to do but solo you don't need defiance.. if you're going to group a lot [to tank] you'll need the shield block points and the imp sunder on top of the rage? ehhh... put all those 5 points [and one more from imp execute into shield block]
it's not a good dps spec if you want to dps, the amount of 'surviability' you're going to get will actually be less than if you just pure dps the target down... another problem with imp revenge is that if you go into def stance without prot gear and without a shield you're sitting at what... 15-20% total avoidance in dps gear? revenge only procs on dodge/parry/[shield block, but no shield so nvm on that]
execute is mainly for pvp now as in pve while DW'ing you will always have a ton of rage and you're better off "saving" it for 2 hits so you can BT or WW...
if you are looking for something that is both [dw] dps and tanking try this...
