I hear it mentioned a lot, they even have it listed in one of the Hunter's abilities but I have yet to see an ability or skill that has either of these names. They mention it in the sticky but they never go into detail on what they are and I would really appreciate any information on them.

It feels like I am missing out on something seeing as how I am a BM specced Hunter.

What level are you? You don't get steady shot until level 62, and Kill Command around there as well (I forget when exactly). So, if you're not at that level yet don't worry you didn't forget to train them or anything :)

Are they picked up via book or something because I didn't even see them as an upcoming spell when I went to my trainer?

And no, I am only at 41 at the moment but I was curious because anything that adds to my damage is always good news.

They are both trained by your hunter trainer. You may have missed them. Steady shot is under Marksmanship and I'm pretty sure that Kill Command is under BeastMastery

Steady shot (Level 62) is a 1.5 second cast shot that doesn't reset your shot timer (so if you have a 2.9 speed bow, you could fit a steady shot in between your normal shots). It essentially doubles your DPS, because you can get two shots in the same time it used to take 1. It's also really popular because it doesn't take a lot of mana. Here's a full article on it.

Kill Command (Level 67) is a skill that affects your pet. When you make a critical hit, it lights up the button, you hit it and your pet will get in an additional (and strong) attack on top of its normal attacks. And some more info on it here.

They're both missing from the Spell listing on Alla, in fact many spells are, it needs a re-working I think.

Umm nope, both spells can easily be found on Alla:

Steady Shot:
Hunter spell list, look at level 62
via search function

Kill Command:
Hunter spell list, look at level 67
via search function

Edit: Linebreaks

And Kill Command is gained at level 66, rather than level 67

I'm just guessing are they missing from your future skills because you don't have the expansion? I'm assuming they're Burning Crusades only spells?

You don't need to assume if they're TBC spells because they're both learned after level 60.

Well I do have BC and it is already registered but Kill Command still does not show. After some looking I found Steady Shot but I still cannot find Kill Command anywhere. Either way, I am sure it will appear when I get close enough to use it.
