In description it says that it doesn't stack with other effects. Does that mean it wont stack with things such as, carrot on a stick, mithril spurs? How useful is this talent in your honest opinion?
For a Beastmaster it is excellent.
Not so much for the speed increase, but for the rest of it. It does not stack with Carrot on a Stick, Mithril Spurs or Riding Crop. But it does save you the effort of getting any of those things. Keep that trinket spot for something else, the enchant slot on your boots for +agi/runspeed.
But in the end it is up to you. Do you want that talent or not?

More important than the speed increase is the 4% increased chance to hit your pet will have from those two points. As far as I know, this talent is the only way to increase your pet's chance to hit. The mounted speed increase is sort of a bonus, I think.
