I was just wondering if the +3% to hit on surefooted was not supposed to show up in the Character stats under hit rating, where it also has + 0.00% . I am new to this MMO and am wondering if this is supposed to happen? If its an error or something ill respec in other talents. Thanks for replys in advance.

It does not show up there, but it affects your hit chance.
So, it is a good idea to spec this if you have not enough hit rating on your gear and you want to go for survival talent tree.
