Wanted to know what would be better for bgs at 39, full arms or mixture of arms/fury. Thanks for your time for whoever responds.

I think the full on fury would be best since the arms is not the best till you get Mortal Strike. Though I would aim away from dual wield since without +hit items it seems to miss too much for my liking. This is pretty much the essencials for any level 39 twink. If you're not a twink, but do mostly PvE, drop Piercing Howl for max Commanding Presence, and take Imp. Execute over Imp. Intercept.
